Our History
Raven Rae Resilience was established in Canada in 1993 specializing in Risk Consultancy within Canada and the United States, with a vision to expand globally. Raven Rae Resilience FZ-LLC is registered in United Arab Emirates with an activity to provide Management Consultancies and Project Management Consultancy, the company is directed by Mr. David Lavery, President/Founder and owner.
Raven Rae Resilience HQ’s base had been strategically located in Kabul City, for the past ten years but relocated to Dubai in August 2021 as Raven Rae Resilience (RRR). We retain footprint of trained and trusted host nationals who continue to professionally execute our mission.

USIP selected Raven Rae for its exceptional and nuanced understanding of the security landscape in Afghanistan. Raven Rae took the time to understand USIP’s security profile and needs before providing a proposal for the training and assessment to be undertaken. Raven Rae had been providing us the services in Afghanistan for: Strategic Enterprise Solutions, Strategic Advisory and Risk Management Services, Risk Mitigation Support Services, Secure transportation and Hostile Surveillance Support, Life Support and Secure Office Space, Safety Training, Security plans and SOPs, Daily Atmospherics Reports, Security Risk Assessment of the KfW offices in Afghanistan, overwatch to our Afghanistan operation's safety and most importantly the evacuation of KfW staff members during the emergency crisis of the fall of Afghanistan 15 August 2021. Project Trauma Support
Project Trauma Support is a Canadian program that addresses Post Traumatic Stress and Operational Stress Injury in military personnel, veterans and first responders. This program promotes connection and honours uniformed professionals and correctional officers by promoting time tested values and unconditional acceptance. In doing so, the program helps participants transition from post-traumatic stress to post-traumatic growth.
Their team consists of physicians with experience in mental health counselling as well as lived experience with military and emergency medicine. Their goal is to provide timely access and deliver effective help to those suffering from service related trauma. We aim to support our colleagues to minimize their distress and help them to remain active and healthy in their lives. We recognize the great contribution made by those who protect us and our mission is to empower them to continue to serve. Veterans Transition Network
Since July 2021, RRR has partnered with the Veterans Transition Network (VTN) to support Afghan allies of the Canadian Armed Forces during and after the fall of Kabul.
As the Taliban retook control of Afghanistan, RRR remained operational in the heart of Kabul—coordinating safehouse placements, life support, and secure evacuations. Our team stayed on the ground through the harrowing final days of the airlift, culminating in operations at Kabul airport up until the tragic ISIS-K suicide bombing on August 26, 2021.
From mid-2021 to March 2023, these missions were powered by $4.7 million in Canadian public donations. In March 2023, Immigration, Refugees and Citizenship Canada (IRCC) began funding the program, which continued until December 2024.
Joy Smith Foundation (JSF)
We are proud to support the ongoing work of the Joy Smith Foundation (JSF), one of Canada’s foremost organizations combatting human trafficking and exploitation.
Founded by former MP Joy Smith, who became the first sitting Member of Parliament to amend the Criminal Code to protect trafficking victims, the Foundation empowers Canadians through education, advocacy, and survivor support. In 2021, JSF launched Canada’s first National Human Trafficking Education Centre, setting a national standard for awareness and prevention.
RRR supports JSF through shared advocacy efforts and public education partnerships, recognizing that protection from exploitation—whether in conflict zones or at home—is a universal right.
